Analysis of Green Building Implementation at The Planning Stage of Educational Buildings in Badung Regency

The rapid development of educational buildings in Badung Regency, Bali Province, has increased construction, operational, and maintenance costs, raising concerns about environmental sustainability and resource efficiency. This study aims to evaluate the level of green building implementation at the planning stage of elementary and junior high school buildings, identify dominant constraints, and formulate improvement strategies. The research employed a mixed-methods approach with an explanatory sequential design, involving a survey of planning consultant team leaders followed by quantitative and qualitative analyses. Descriptive analysis was used to determine implementation levels, while constraint prioritization and typology classification were conducted to explore key barriers. Qualitative data were obtained through focus group discussions to support strategy formulation. The findings show that the average level of green building implementation at the planning stage is 60.82 percent, indicating a moderate level of application. Higher implementation levels are found in aspects related to regulatory compliance, while lower levels occur in energy efficiency planning and domestic wastewater management. Major constraints include weak regulatory enforcement, limited technical capacity, budget limitations, and organizational culture factors. The study concludes that strengthening leadership commitment, improving technical capacity, and developing pilot green school projects are essential to enhance green building implementation and support sustainable educational infrastructure planning.
